What CMS finalized
CMS issued its Contract Year 2027 Medicare Advantage and Part D final rule on April 2, 2026. Topics include Star Ratings revisions, codification of Part D redesign provisions, supplemental-benefit administration and changes affecting agent and broker conversations. Two details to distinguish
CMS describes retaining the historical reward factor for 2027 Star Ratings and adding a depression screening and follow-up measure for the 2027 measurement year and 2029 Star Ratings. It also finalizes supplemental-benefit debit-card controls and public posting of plan-developed SSBCI eligibility criteria. These are distinct policy mechanisms, not a promise of a particular member benefit.
