2027 Medicare plan outlook: national averages are not a client quote

Understand the September 2026 CMS outlook and why an agent still needs to verify the individual plan, location and coverage year.

The CMS announcement

In its September 2026 outlook, CMS projected a decline of more than 16% in weighted average Medicare Advantage premiums from 2026 to 2027 and an increase of less than $1 per month in the average stand-alone Part D premium. These describe national averages and projections, not the change for every plan or member.

Our practical implication

Do not turn a national headline into a promise that a particular customer will pay less. Compare the actual options for the correct coverage year and location. Document the source of the quoted amount so a colleague can reproduce the comparison.

Use a balanced review

Ask which questions the customer needs answered, then verify the relevant plan details rather than leading with a headline percentage. Keep unresolved items visible. A lower headline premium alone does not answer every question about the suitability or overall cost of an option.
